This is the Republican River Compact Administration Groundwater Model
update for 2017 using the 5 Run Procedure.
The Kansas and Colorado pre-pre-processors are updated for 2017. Other
procedures are unchanged from before.
This run uses the data from the final data exchange, and final
precipitation, temperature and reservoir data for 2017.
